Would it be a good idea to &#8230;&#8230; post signs this summer in the yards of people who fail to keep their grass trimmed, alerting them of the code violation and the potential for a hefty charge?In Chambersburg, a community of about 20,000 residents in Franklin County, southwest of Harrisburg, borough officials recently adopted an enforcement plan intended to keep lawns tidy. They&#8217;ve ordered 500 signs, presumably to go to complaint-generating properties where they&#8217;ll be stuck amid too-tall dandelions and gangly grass blades.If after five days the notification has been ignored, borough employees could be dispatched to mow.The borough assesses more than $240 per cut, according to an article in the Public Opinion newspaper. The fee covers the cost of rental equipment, plus labor costs for borough workers, including benefits, an official told the newspaper.Two councilwomen objected to the plan, with one, Elaine Swartz, rapping it as excessive public humiliation. &#8220;There are people with extenuating circumstances, and I&#8217;m not big on shaming people,&#8221; she said. &#8220;Isn&#8217;t the posting on the door embarrassment enough?&#8221;Borough Manager Jeffrey Stonehill said the borough is free to look at each case and exercise &#8220;prosecutorial discretion,&#8221; according to a published account. &#8220;I don&#8217;t call this shaming,&#8221; he said, &#8220;but if you don&#8217;t cut your grass, I think maybe you deserve a sign in your yard.&#8221;Would officials in Wyoming Valley communities be wise to adopt a similar strategy for coping with unkempt yards? Do elderly and disabled residents who might need landscape assistance have adequate programs in this area from which to choose?Might one person&#8217;s unsightly weed patch be another&#8217;s native plant garden?
