Your view: Citizen-based democracy under threat

<p>DALLAS &#8212; Attorney Thomas Mosca has practiced law for 26 years.</p><p>Now, he is making a bid for district judge.</p><p>The Dallas resident will appear on the Republican and Democratic ballots against Brian Tupper and attorney Gary Michak in the May 16 primary for the six-year term in District 11-3-09.</p><p>The seat is open due to the retirement of James E. Tupper .</p><p>Mosca believes his life experiences, along with his professional achievements, make him a good candidate for the judge&#8217;s position.</p><p>&#8220;The role of a district judge is pretty well defined,&#8221; he said.</p><p>The 56-year-old has handled a variety of cases ranging from drugs to landlord-tenant transactions that have taken him to the Courts of Appeals and Court of Common Pleas in communities in northeast and central Pennsylvania.</p><p>If elected, Mosca plans to hold awareness presentations about human trafficking for law enforcement personnel and the community. He will work to alleviate the region&#8217;s opioid epidemic and raise awareness about violence against police officers.</p><p>&#8220;It is a changing world, and it is important to have someone qualified to handle it,&#8221; he said.</p><p>Mosca earned a law degree from Catholic University of America Columbus School of Law in Washington, D.C. He is also a graduate of Wyoming Seminary and Wilkes University.</p><p>The Kingston native is a member of the American, Pennsylvanian and Luzerne County bar associations.</p><p>Mosca also received a five-star peer rating for the &#8220;highest level of professional excellent&#8221; by Martindale-Hubbell Peer Review Ratings. The Martindale-Hubbel Peer Review is a ranking system designed for judges and other legal professionals to assess a lawyer&#8217;s or law firm&#8217;s services and ethics.</p><p>Mosca is a member of St. Therese&#8217;s Church in Shavertown, where he is also a eucharistic minister. He also is the chairman of the Community Awareness Committee of the NEPA Taskforce Against Human Trafficking at St. Therese&#8217;s Church. He volunteers his services at the Back Mountain Legal Clinic and the Luzerne County Mortgage Mediation Program.</p><p>He is also the appointed president of the Back Mountain Chamber of Commerce.</p><p>Mosca resides with his wife, Andrea, in Dallas. The couple has two daughters, Hillary, 26, and Tori, 23.</p><style>
