Pennsylvania Senate begins debate on 20-week abortion ban

<p>DALLAS TWP. &#8212; The township supervisors tabled decisions on four of eight agenda items, including a proposal to update the traffic signal at the intersection with Yalick Farms and Route 415 Tuesday.</p><p>Kuharchik Construction submitted a bid of $16,981.87 to upgrade the traffic signal at the entrance of Yalick Farms from a flashing yellow light to a red, yellow and green light, township engineer Tom Doughton said.</p><p>The bid includes labor, material and equipment to replace two damaged underground junction boxes, installation of 12 sign posts and highway regulatory signs, repositioning one pedestrian push button and the installation of all required roadway markings, Doughton said.</p><p>Doughton said the contract with Yalick Farms developer J. Naparlo requires him to reimburse the township for the maintenance expenses associated with the traffic light.</p><p>Supervisors William Grand and Elizabeth Martin asked if any other bids were sought, stating the project amount was above the state-established limit that they could approve without advertising for other offers.</p><p>&#8220;Kuharchik does all the traffic light work in the township,&#8221; Doughton said. &#8220;There are no other construction companies that do this type of work.&#8221;</p><p>Also, Martin wanted a comprehensive bid package to present to Naparlo showing the best bid was chosen.</p><p>Doughton agreed it would be a good idea to advertise for other bids.</p><p>A decision was tabled to accept a clarification on terms to an agreement with Rowland Interest to convert the former Wyoming Valley Health Care System building at 100 Upper Demunds Road into an inpatient drug and alcohol rehabilitation facility operated by Pyramid Health Care.</p><p>Attorney Mark McNealis, who represents Rowland Interest of Kingston, wanted the supervisors to accept changes to an agreement established between Rowland Interest and the township zoning hearing board to clarify concerns about the facility&#8217;s ownership, security measures and traffic impact.</p><p>&#8220;I feel uncomfortable with this,&#8221; Martin said. &#8220;I would want to confer with (the zoning hearing board).&#8221;</p><p>Township Attorney Thomas Brennan told McNealis, &#8220;right now we are just talking. (The supervisors) are not prepared to make a decision.&#8221;</p><p>McNealis offered to send in a letter with the agreement clarifications outlined.</p><p>In December 2015, Rowland Interest devised plans to purchase and repurpose the 35,388-square-foot building. To date Rowland Interest has not acquired the property.</p><p>The supervisors also held off on a decision to approve a waterline replacement project slated for Druid Hills Drive and Ferguson Street, pending the receipt of a bond totaling the full amount of the construction project.</p><p>The next supervisors meeting will be held at 6:30 p.m. March 7 in the municipal building.</p><style>
