NEW ORLEANS (AP) — The sister of an inmate who hanged himself in New Orleans' new jail last year has filed a federal lawsuit, saying her mentally ill brother hanged himself in a jail shower that was "seemingly designed to facilitate suicides." The lawsuit filed Wednesday in the case of 61-year-old Cleveland Tumblin also says Tumblin was denied needed mental health care. It seeks unspecified damages for his sister, Gaynell Tumblin. Tumblin died last March about six months after the new jail opened. Defendants in the lawsuit include New Orleans Sheriff Marlin Gusman, jail staffers and a contractor providing health services at the jail. Gusman hailed the new lockup as a major step in ending jail violence and suicide. But Tumblin killed himself months later, and a 15-year-old inmate killed himself in October.
