<p>WILKES-BARRE &#8212; Federal prosecutors Monday announced bank fraud charges against the former administrator of a Schuylkill County personal care facility, alleging he spent nearly $395,000 in residents&#8217; rent checks over a three-year period.</p><p>Scott Capparell, 46, of Drums, was charged in a criminal information filed last week in U.S. District Court. A plea agreement is pending a judge&#8217;s approval, according to the U.S. Attorney&#8217;s Office for the Middle District of Pennsylvania.</p><p>Capparell, prosecutors allege, collected and deposited monthly rent checks from residents at Heritage Mills Personal Care in Tower City, where he served as administrator from April 2013 to July 2016. He allegedly diverted $394,517 into a separate bank account from which he and other unnamed individuals withdrew the funds for their personal use.</p><p>Capparell lied to the care center&#8217;s owners and managers and falsified records to conceal the scheme, prosecutors said.</p><p>He faces a maximum up to 30 years in prison.</p><style>
