<p>It&#8217;s a tale of two presidents.</p><p>It was the best of times, and it was the worst of times.</p><p>It was the best of times when President Ronald Reagan said, &#8220;Mr. Gorbachev, tear down this wall,&#8221; and the Berlin Wall, just like the walls of Jericho, came down.</p><p>It was the worst of times when President Donald Trump said, &#8220;I&#8217;ll build a wall on the Mexican border and make Mexico pay for it.&#8221;</p><p>It was the best of times when Congress turned down President Ronald Reagan&#8217;s proposal to build a Strategic Defense Initiative &#8220;Star Wars&#8221; missile defense that would have cost billions of dollars.</p><p>It will be the worst of times if Congress approved Trump&#8217;s proposal to build his will that would cost taxpayers billions of dollars.</p><p>And that&#8217;s a whale of a tale of two presidents.</p><p>David L.
