North Dakota governor signs concealed carry bill into law

GREENSBURG, Pa. (AP) — A western Pennsylvania city has begun marking vacant, dilapidated buildings with a scarlet letter — an X — to let emergency responders know there's probably nobody inside in case of a fire or other incident. Greensburg Planning Director Barbara Ciampini (see-am-PEE'-nee) says Chicago and Albany, New York are other cities who use the same system. Fire Chief tom Bell says crews will still search all burning buildings for occupants, but will be more cautious about entering marked buildings in high-risk situations. The city has marked about 20 buildings with the X and is making plans to tear some of them down.
