Coke, Pepsi hope profits flow by selling variations of water

<p>WalletHub released a report Tuesday ranking states&#8217; return on investment when it comes to local, state and federal taxes, and Pennsylvania landed in the middle of the pack at 25.</p><p>The analysis aimed to compare the quality of services provided for residents to the cost of taxes paid. It used 23 different metrics in five categories &#8212; education, health, safety, economy and infrastructure and pollution &#8212; and the total score was based on 100.00 as government services best utilized public money.
