Geisinger, Highmark form joint venture for healthcare network in north central PA

<p>DURYEA &#8212; Two borough police officers who recently saved a young woman&#8217;s life were singled out for praise at this week&#8217;s council meeting by Duryea Mayor Keith Moss.</p><p>At approximately 8 p.m. May 5, Officers Chuck Swisher and Brian Russo responded to a possible heroin overdose. When they arrived, they found a 17-year-old female who wasn&#8217;t breathing.</p><p>The officers began CPR and administered an opioid-reversal drug called Naloxone to revive the teen.</p><p>&#8220;They administered several doses and were able to get a pulse back from the CPR,&#8221; Duryea Borough Police Chief Nick Lohman said. &#8220;EMS arrived and assisted with the resuscitation of the female and she was able to walk to the gurney to go down to the hospital.&#8221;</p><p>This is the second time in a year Swisher has successfully saved someone from an overdose. In August 2016, he responded to a call with fellow officer George Brazdzionis and the two were able to resuscitate a male without the use of opioid blockers. <a href="http://psdispatch.com/news/49572/duryea-police-officers-receive-national-recognition-for-saving-heroin-overdose-victim-back-in-august" target="_blank">They received American Police Hall of Fame awards in December 2016 </a>for their actions during that incident.</p><p>&#8220;I think it sets a standard for the officers in Luzerne County,&#8221; Mayor Moss said.</p><p>In other business:</p><p>&#8226; Council voted to allow Solicitor Samuel Falcone to draft an ordinance requiring entities financially responsible for foreclosed properties to register with the borough.</p><p>&#8226; Members of council are exploring options for a borough-based zoning system. Currently, land in Duryea is zoned through Luzerne County. Council Vice President Jimmy Balchune is in favor of localizing the system.</p><p>&#8220;In other municipalities, some people say it&#8217;s worth it for them, some people say it&#8217;s not,&#8221; Balchune said. &#8220;We want to do what&#8217;s right for the town and the residents. We do have several Duryea residents involved, attorneys and engineers, that are actually looking to help us get started. We&#8217;re going to take their advice and try to go forward.&#8221;<div>&#8226; Duryea council&#8217;s next meeting is 6:30 p.m. Tuesday, June 13.</div></p><style>
