<p>It&#8217;s Primary Election Day, and voters in Luzerne County are slowly making their ways to the polls to cast their votes.</p><p><a href="https://www.timesleader.com/news/local/657854/low-turnout-expected-for-tuesdays-primary" target="_blank">Local political experts expected a low turnout</a> at the polls, and staffers at local polls echoed that prediction.</p><p>Lt. Ken Holley, a Pennsylvania State Constable, was standing outside of the polling place in the Arnaud C. Marts Gymnasium on South Franklin Street. As of approximately 8:40 a.m., he estimated that 4 voters arrived to cast their vote.</p><p>Holley anticipated a slow day, and added that it tends to be busier during presidential elections.</p><p>The polling place at the Hoyt Library in Kingston, however, fared slightly better.</p><p>Frank Phillips stood outside of the polling place on Wyoming Avenue in Kingston. He is the father of Maime Phillips, who is running for the seat of district judge for District 11-1-05.</p><p>He said there has been a &#8220;moderate&#8221; turnout as of 8:30 a.m., and was &#8220;cautiously optimistic&#8221; for a busy day ahead.</p><p>Polls remain open until 8 p.m.</p><style>
