Our view: Municipalities not to blame for these fines

<p>Tanner Riley Ragukas, son of Dawn and Zach Ragukas, of Swoyersville, is celebrating his eighth birthday today, May 21, 2017. Tanner is the grandson of Judy and Don Ragukas, Plymouth; and Bev and Tom Washington, Pringle. He is the great-grandson of Charlotte and the late Daniel Neupauer, Ashley; Pauline and the late Bernard Ragukas, Forty Fort; Theresa and Tom Washington, Moconoqua; and the late Regina and Donald Angle, Nanticoke. Tanner has a brother, Jeffery, 15 and a sister, Cameron, 3.</p><style>
