<p>The cost to house a federal prisoner in a government-owned penitentiary exceeds $50,000 a year and even more in a privately owned prison.</p><p>In 1980, the federal prison population was about 24,000. By 2012 it was 218,000, an increase of 194,000 in 32 years, and a majority of those prisoners are black. What happened?</p><p>Because crack cocaine is less expensive than powder cocaine, it is the choice of African-American users. During the 1980s, policies were adopted that unfairly targeted crack cocaine users with extreme mandatory minimum prison sentences. At the same time, Dick Cheney and others invested in private, for-profit prisons.</p><p>By commuting the mandatory minimum prison sentences of non-violent federal offenders, President Barack Obama reduced the federal prison population to about 216,000 in 2013 and issued an executive order to stop using private prisons.</p><p>President Donald Trump has since reversed Obama&#8217;s order.
