Appeals court dismisses inmate’s suit over Russell Bufalino book

<p>KINGSTON TWP. &#8212; A nearly seven-year dispute between Kingston Township and one of its prominent business owners has ended in a $3,000 settlement, according to officials.</p><p>Supervisors agreed this week to make a final payment of $2,000 to Dr. Francis and Susan Collini, the owners of the Renaissance Center. The money is to settle a &#8220;just compensation&#8221; conflict for a 173-foot strip of property alongside their business at 113 N. Memorial Highway in Shavertown.</p><p>The Collinis&#8217; property was one of four parcels the township acquired to construct a wider bridge on East Center Street. The bridge construction began in April 2012 and ended in April 2013.</p><p>The township did make a good faith payment of $1,000 on July 19, 2010, to the Collinis, which will count toward the $3,000 settlement, said Supervisor Chairman James Reino.</p><p>Compensation with three of the landowners was settled several years ago, but the township had not been able to reach an agreement with the Collinis.</p><p>Kingston Township took legal action to settle the compensation dispute with the doctor and his wife last year.</p><p>Last fall, Susan Collini said they were seeking compensation to cover damages they allege their business sustained during the bridge construction and road-widening project.</p><p>Reino said the Collinis were initially seeking about $1 million.</p><p>The couple&#8217;s building suffered exterior damage that allowed water to enter and mold to grow during the bridge replacement process, Collini said last year.</p><p>&#8220;We had water in the basement, some damage to the side of the building and our landscaping was damaged,&#8221; she said in an interview with the Dallas Post in September. &#8220;We repaired it (structural damage) right away. We couldn&#8217;t wait for the township to fix it.&#8221;</p><p>In other recent news:</p><p>&#8226; The township received three quotes to renovate the landscaping around the municipal building.</p><p>Quotes included $7,245 from Personal Touch Landscaping, Shavertown; $7,860 from Russell Landscaping and Construction, Dallas; and $8,144.50 from Kalinosky Landscaping Inc., Wyoming.</p><p>Supervisors delayed accepting a quote until Township Manager Kathleen Sebastian clarified what Personal Touch&#8217;s proposal included.</p><p>Supervisors did allot $8,145 for the landscaping project in the municipal budget.</p><p>The goal is to replace the security threat posed by overgrown rhododendrons with smaller bushes and add landscaping down the side of the building to prevent people from tapping on the zoning officer&#8217;s window, Sebastian said.</p><p>&#8226; Next month&#8217;s meeting is set for 7:30 p.m. July 12 in the municipal building.</p><style>
