Shavertown man charged with embezzling $428K

<p>The General Federation of Women&#8217;s Clubs-West Side, a volunteer community service organization, provided a tutoring/literacy program for 96- kindergarten students at Wyoming Valley West (WVW) Dana Street Elementary School.
