<p>Philadelphia may be the city of brotherly love, but it ranks among the least pet-friendly cities in the U.S., according to a new study.</p><p>Scottsdale and Phoenix, Arizona, come in at Nos. 1 and 2, respectively, according to the study performed this year by WalletHub that ranked the top 100 cities for owning pets.</p><p>Tampa, Florida, San Diego, California, and Orlando, Florida round out the top 5. At the bottom of the rankings are Philadelphia (No. 93), Buffalo, (No. 94), New York (No. 97) and Newark, (No. 100).</p><p>The study compared the 100 most-populated cities in three categories: pet budget, pet health and wellness, and outdoor pet-friendliness.
