<p>WILKES-BARRE &#8212; Former city tower Leo A. Glodzik III could be out of prison as early as next week if he is successful in a bid to spend the final year of his 30-month sentence in a halfway house, where he vowed to seek treatment for alcohol abuse and utilize resources to ensure he doesn&#8217;t re-offend.</p><p>Glodzik has been behind bars since October on charges of mail fraud, filing a false tax return and being a felon in possession of a firearm. He filed a pro se letter in federal court Monday asking a judge to recommend to the federal Bureau of Prisons that he spend up to the final year of his term in &#8220;a community correctional facility and then home confinement.&#8221;</p><p>The request comes under the requirements of the Second Chance Act, a law enacted in 2008 that ensures, &#8220;to the extent practicable,&#8221; inmates can serve up to a year under conditions that prepare them to re-enter society.</p><p>The opportunity, Glodzik argued in the letter to U.S. District Judge A. Richard Caputo, will let him &#8220;sincerely prove to society, and importantly to myself, that I am a changed man.&#8221;</p><p>A federal Bureau of Prisons official wrote to Caputo that Glodzik is not only eligible for the program, but &#8220;the perfect candidate,&#8221; according to court documents.</p><p>Glodzik, the official wrote, has attempted to better himself by taking college courses and has made other strides that &#8220;should not go unnoticed.&#8221; His admission into the program would give him the job placement opportunities and training to ensure a greater likelihood he is successfully reintegrated into the community, the official wrote.</p><p>The official, a unit manager at FCI Fort Dix in New Jersey where Glodzik is lodged, noted the Bureau of Prisons and the U.S. Department of Justice don&#8217;t consider admission to a halfway house early release, but part of federal incarceration.</p><p>Glodzik, 46, is scheduled for release Aug. 21, 2018. If he is given the full year, he could be out of prison as early as next week.</p><p>Nearly a year ago, Judge Caputo sentenced Glodzik on charges stemming from the ex-city towing contractor&#8217;s scheme to rip off vehicle owners by overcharging them or hindering their access to vehicles placed in storage. Owners would often be forced to sign over their title to Glodzik to discharge the fees.</p><p>Glodzik used procedures administered through PennDOT to transfer the vehicles&#8217; ownership, but lied on forms submitted through the mail about their actual cost. He was able to sidestep legal advertisement of the vehicles as well as avoid making payments to the state of money received for vehicles sold at auctions.</p><p>Glodzik falsified his tax return when he claimed zero taxable income in 2008, and was charged in 2015 with being a convicted felon in possession of a firearm after a shotgun was found at his business.</p><style>
