Manafort, Gates indicted in first charges from Russia probe

<p>WILKES-BARRE &#8212; A woman came to police headquarters on Friday to report a harassment, saying a man broke her cell phone and tried to punch her.</p><p>The 32-year-old woman came to headquarters at 1 p.m., saying that Norberto Ogando, 35, attempted to harm her on the 100 block of Academy Street.</p><p>The woman told police that Ogando grabbed her by the neck and attempted to punch her.</p><p>Another male broke up the altercation, the woman said, and Ogando allegedly threw her phone at a wall, breaking it. Ogando then left the scene.</p><p>Ogando was charged with harassment.</p><style>
