<p>WILKES-BARRE &#8212; City police charged David R. Sagan, 56, of Scranton, with disorderly conduct and open lewdness after he allegedly defecated in the lobby of a building on East Northampton Street Monday morning.</p><p>Police said surveillance video allegedly recorded a person who had defecated in the lobby of the building.</p><p>While police were investigating, Sagan returned to the building just before 8 a.m. when he was arrested.</p><style>
