Man arraigned, jailed in alleged assault on 2-month-old boy

<p>HANOVER TWP. &#8212; A man deemed a sexually violent offender in New York and a fugitive in that state was arrested by township police investigating a domestic dispute in the Marion Terrace apartment complex.</p><p>Police said they took Robert Christopher Williams, 31, into custody on an arrest warrant from the New York Department of Parole.</p><p>Williams was arraigned Tuesday by District Judge Joseph Spagnuolo Jr. in Luzerne County Central Court on a fugitive from justice warrant and jailed without bail at the county lockup.</p><p>Online records from the New York Division of Criminal Justice Services and Department of Corrections say Williams was convicted of sexual abuse of a person incapable of consent and criminal possession of a weapon on April 30, 2013. He was released on parole Sept. 5, 2017.</p><p>According to a criminal complaint from Hanover officers:</p><p>Police responded to a domestic dispute involving Williams and a woman at 506 Mark Drive just before 2 a.m. Tuesday.</p><p>As officers were speaking with Williams and the woman, Williams admitted he was wanted in New York for a parole violation. Police confirmed the warrant issued in Bronx County, New York, on March 27.</p><p>Police listed Williams&#8217; address as 506 Mark Drive, Hanover Township. His address listed on the New York Megan&#8217;s Law website is in Bronx, N.Y.</p><style>
