Luzerne County properties with big-ticket tax delinquencies headed for auction

<p>WILKES-BARRE &#8212; A man facing several public drunkenness citations and charged with stealing a wheelchair was arraigned Wednesday on allegations he exposed himself and urinated in front of two children at a local hospital.</p><p>City police say Dwayne Richard Spak, 53, of Amesbury Street, Plains Township, exposed himself and urinated in front of an 8-year-old and a 17-year-old in the emergency room at Wilkes-Barre General Hospital on May 20.</p><p>Police claim Spak pushed away the hands of a nurse who attempted to cover him with a blanket.</p><p>A day after the alleged ER incident, city police said they arrested Spak for trespassing on the campus of Wilkes University and harassing female students. Police said Spak was intoxicated when he was on campus and in possession of a wheelchair stolen from Wilkes-Barre General.</p><p>Spak was charged with theft, receiving stolen property, defiant trespass, disorderly conduct and public drunkenness for the incident at Wilkes, court records show.</p><p>City police also cited Spak with drunkenness on Public Square on May 18, and for being intoxicated on Wilkes-Barre Boulevard on May 16, records say.</p><p>According to the criminal complaint related to Spak&#8217;s arraignment Wednesday:</p><p>Police responded to the hospital at about 11:35 p.m. when Spak refused to leave after being discharged.</p><p>Spak arrived at the hospital in an ambulance and complained he had to urinate.</p><p>A nurse told him she would get him a bottle but Spak exposed himself and urinated on the floor of the ER.</p><p>Two children were within 20 feet of Spak at the time.</p><p>A nurse attempted to cover Spak with a blanket, but he pushed her hands and blanket away.</p><p>District Judge Thomas Malloy in Wilkes-Barre arraigned Spak on charges of indecent exposure and disorderly conduct. He was jailed at the Luzerne County Correctional Facility for lack of $3,500 total bail.</p><style>
