<p>DALLAS TWP. &#8212; If the Dallas School Board does not accept the union&#8217;s newest offer, the Dallas Education Association will strike on Tuesday, June 19, said Mark McDade, the union&#8217;s chief negotiator.</p><p>Dallas School District attorney Vito DeLuca confirmed the union emailed a contract proposal to Superintendent Thomas Duffy on Wednesday, June 13, with an ultimatum that if the board does not accept the offer at its Monday board meeting teachers would strike for one day.</p><p>&#8220;The teachers approved the proposal,&#8221; McDade said. &#8220;The framework of the offer is similar to the school board&#8217;s previous proposals.&#8221;</p><p>The union&#8217;s offer does contain a two-year wage freeze, health care contributions, and a salary schedule, which were all components of past board proposals, McDade said.</p><p>DeLuca said district Business Manager Grant Palfey would analyze the union&#8217;s offer before the school board will discuss it.</p><p>The union demands the district accept the proposal &#8220;as is,&#8221; DeLuca said. He declined to comment further on the proposal.</p><p>Under state law, teachers are allowed to strike twice in a school year, as long as the first strike ends in time to complete 180 student-instructional days by June 15. A second strike must end in time to complete 180 days by June 30.</p><p>The union did go on strike for seven days in September 2017, which combined with snow days pushed the last day of school for students to June 28.</p><p>The last time the two parties met was on May 29, which ended with McDade calling the school board&#8217;s offer &#8220;regressive.&#8221;</p><p>At that time, the board presented the union with a six-year contract proposal that included a three-year wage freeze, but also a total of nearly $1 million in salary increases spread out over several years.</p><p>The proposal also contained three health insurance plans, two with different levels of premium sharing and one without.</p><p>A private, executive session will precede the public school board meeting scheduled for 7 p.m. Monday in the district&#8217;s administration building.</p><style>
