Evans stands firm against resignation, says he may sue

<p>WILKES-BARRE TWP. &#8212; A White Haven man who believed his ex-girlfriend was kidnapped intentionally rammed his pickup into the vehicle she was riding in on Interstate 81 on Tuesday, according to charges.</p><p>State police at Wyoming allege Steven Frank Cowin, 24, of State Street, had his 3-year-old daughter in his 2003 Dodge truck when he rear-ended a vehicle driven by Andrew Lovett at about 8:45 a.m.</p><p>A passenger in Lovett&#8217;s vehicle, Amanda Forstein, was identified as Cowin&#8217;s ex-girlfriend and mother of their child.</p><p>According to a criminal complaint:</p><p>Lovett and Forstein were traveling north on I-81 when Lovett received a phone call from Cowin.</p><p>Lovett claimed Cowin told him to stop and let Forstein out of his vehicle. If Lovett didn&#8217;t stop, Lovett said Cowin threatened to rear-end his vehicle.</p><p>Cowin told Lovett he believed Forstein was kidnapped.</p><p>Lovett told police Cowin later rear-ended his vehicle. Cowin then pulled in front and exited the interstate in Bear Creek traveling south on Route 115.</p><p>Lovett followed Cowin but stopped near the Bear Creek Community Charter School where he called state police.</p><p>Forstein said Cowin sent her a text message shortly before he rear-ended Lovett&#8217;s vehicle. She claimed Cowin stated he had their daughter with him and was looking for her.</p><p>Cowin was driving the Dodge with a suspended license.</p><p>Cowin was arraigned Thursday by District Judge Ferris Webby in Luzerne County Central Court on three counts each of simple assault and recklessly endangering another person, and one count each of endangering the welfare of children, accidents involving damage to attended vehicle, harassment, driving with a suspended license, failure to notify authorities of an accident, and three traffic citations. He was released on $10,000 unsecured bail.</p><style>
