Luzerne County Manager C. David Pedri presented council with a list of merit-based raises he has provided to non-union employees.The council-approved 2019 budget allocated $110,250 in the general fund operating budget for Pedri to provide raises, although he said the total available was $198,831 when other budgets for departments covered by other outside funding were factored in.After review, the administration awarded $176,268 for raises &#8212; a net savings of $22,563, he said.The budget earmark would have funded up to 2 percent raises for as many as 180 non-union employees under his supervision, although Pedri opted to provide various increases up to 3 percent based on performance reviews. The raises will take effect Feb. 8.Employees hired or promoted in 2018 were not eligible for an increase, he said.All evaluations considered employees&#8217; overall job performance, including assessments of: job skills and knowledge, accountability, collaboration, communication, values, service, organization, initiative, problem-solving, leadership and goal-achievement.His email Friday was prompted by council&#8217;s 2014 requirement for the manager to notify council at least five days before adding positions or granting raises that were not included in a position listing attached to the budget.&#8220;I would like to thank the council for their continued support of these employees, and for your faith and trust in county administration to distribute these funds responsibly,&#8221; Pedri wrote.His email also included a listing of new non-union salaries in court branches due to a raise the judiciary granted to those workers. Pedri said court branches have authority to provide raises if they have budgeted funds, and this expense was not included in his figures.Court Administrator Michael Shucosky said 2 percent raises were provided because that was the funding benchmark council provided for non-court branches. The court has been completing performance evaluations for all employees for six years, he said.The raises for court administration cost $72,489, reported Shucosky. They cost $14,190 in domestic relations and $23,084 in probation services, although state reimbursement and other outside funding should cover the expense in these two departments, he said.Shucosky noted unionized court employees are expected to receive 2019 raises when new collective bargaining agreements are finalized.The percentage raises provided by Pedri for departments under his supervision along with the new salaries:&#8226;
