Police: Crash victim refused treatment, fought officers at WB General

<p>WILKES-BARRE &#8212; A man sentenced in 2016 for starving two dogs to death was apprehended on robbery charges during a chase involving a city police canine over the weekend.</p><p>Police said Deron Michael Isaac, 29, of Logan Street, was chased through the Sherman Hills Apartment Complex where he was arrested. A police canine was involved in his capture.</p><p>An arrest warrant filed Jan. 18 charged Isaac with robbing a woman in the area of South Meade Street and Puritan Lane on Dec. 1.</p><p>According to a criminal complaint:</p><p>A woman told police she was walking to a store when Isaac approached. She claimed Isaac appeared he was going to give her a fist bump but instead shoved his forearm against her throat pushing her to the ground.</p><p>She reported Isaac rummaged through her jacket, stealing five $20 bills. As Isaac ran away, she chased him to Coal Street where he ran into traffic and disappeared in an apartment complex.</p><p>Isaac was arraigned Monday by District Judge Thomas Malloy in Wilkes-Barre on charges of robbery, theft and disorderly conduct. He was jailed for lack of $5,000 bail and is also being held on a probation violation for unpaid fines and restitution related to the animal cruelty case.</p><p>In that prior case, records show Isaac pleaded guilty to two counts of cruelty offenses related to two dead dogs found inside his former residence on Bowman Street in June 2014.</p><p>Necropsies on the two dead dogs showed the animals were starved and malnourished. One dog had two socks in its stomach, records state.</p><p>Judge Michael T. Vough sentenced Isaac in September 2016 to one year in jail followed by one year on probation. Records show Isaac failed to pay more than $1,700 in fines and restitution.</p><style>
