Filing date set in Ciavarella appeal, no hearing before 3rd Circuit Court

<p>Interested in becoming Luzerne County&#8217;s next coroner &#8212; a high-profile, demanding management job focused on deaths?</p><p>The county will accept applications for the position until 12:59 a.m. on Feb. 26, according to a new job posting in the human resources section at <a href="https://www.governmentjobs.com/careers/luzernecounty/jobs/2352263/coroner?pagetype=jobOpportunitiesJobs" target="_blank">www.luzernecounty.org</a>.</p><p>Advertised at a salary range of $48,000 to $52,000, the position is opening because Coroner William Lisman is <a href="https://www.timesleader.com/news/733137/lisman-will-retire-as-luzerne-county-coroner-next-month" target="_blank">retiring effective March 9</a> after 43 years working in the office. Lisman receives $53,622 annually, according to the county position budget.</p><p>Coroner duties include investigating deaths of those who are not under medical care, deaths in which a physician is unable to certify the cause and deaths due to unnatural causes or violence, which include all accidents, suicides and homicides, the posting says. The coroner&#8217;s office must rule on the manner of death.</p><p>The coroner also approves all cremations and organ donations in the county and handles the identification and proper disposal of unclaimed bodies, it said.</p><p>While any equivalent combination of education, training and experience may be considered, the county has set minimum qualifications that include a bachelor&#8217;s degree and at least five years of experience in a coroner&#8217;s office or working in death investigations conducted by law enforcement.</p><p>Applicants also should have specialized training in investigative procedures, court testimony experience in death investigations and hearings and the physical ability to assist in body recovery and transport of up to 100 pounds, the posting says.</p><p>County Manager C. David Pedri said the position is an &#8220;extremely important job for the county.&#8221;</p><p>&#8220;We&#8217;re looking for a dedicated individual because it is someone who must have 24-7 availability, the ability to conduct investigations and interact with the public like Bill does,&#8221; Pedri said, referring to Lisman.</p><p>The administration is open to applicants from a variety of backgrounds who meet the unique skill set, he said.</p><p>&#8220;Hopefully we will get a good candidate pool,&#8221; Pedri said.</p><p>This is only the second time the administration is hiring a coroner because Lisman has been overseeing the coroner&#8217;s office since the county&#8217;s January 2012 switch to a home rule government structure, which changed the coroner post from elected to appointed.</p><p>Lisman has experience as both a funeral director and deputy coroner, although he ended his work as a third-generation overseer of his family&#8217;s funeral home in 2009. He worked as chief deputy coroner under coroners George Hudock, Jack Consalvo and John Corcoran and previously was employed as a per diem coroner deputy and full-time coroner field investigator.</p><p>Corcoran, the county&#8217;s final elected coroner, also was a funeral director. He served from 2008 through 2011.</p><p>Consalvo, a physician, served as coroner before Corcoran. Consalvo was appointed to fill the seat in March 2006 after the death of Hudock.</p><p>A doctor and pathologist, Hudock was the county&#8217;s elected coroner from 1969 until his death in October 2005.</p><p>In addition to funeral directors and medical professionals, other counties have selected coroners with law enforcement backgrounds.</p><p>If a funeral director is selected here, the county has an ethics code ban specifically for coroners and deputy coroners prohibiting them from soliciting, discussing or accepting business for their funeral home while engaged in county business.</p><p>The county personnel policy also contains a provision governing any outside employment. It says workers must obtain clearance from the county verifying the outside work won&#8217;t interfere with their county job. Prohibitions include second jobs that would prevent county employees from working beyond normal working hours in emergencies or peak work periods or require them to work during county business hours, it says.</p><style>
