One Luzerne County municipality gets out of stormwater mandate, and another seeking reprieve

<p>WILKES-BARRE &#8212; Wilkes University will go before the city&#8217;s Zoning Hearing Board on Wednesday for approval to add four parking lots on campus.</p><p>The lots will create approximately 100 new spaces, university spokeswoman Gabrielle D&#8217;Amico said. The lots and pending applications are:</p><p><strong>&#8226; 21-29 W. South St., </strong>behind the University Center on Main, variances to waive the required screening or landscaped planting strip along the front yard and along both side yards of the proposed lot, and the required curbing along one side. The property is located in an S-1, special purpose zone.</p><p><strong>&#8226; 276 S. River St.,</strong> the former Lacey and Blasi Printing property, variances to waive the required screening or landscaped planting strip for the front yard and for both side yards with frontage along Wright Street and Divers Lane, and four handicap parking spaces. The property is located in an S-1 zone.</p><p><strong>&#8226; 70 Wright St.,</strong> variances to waive two handicap parking spaces, the front, rear and side yard setbacks to zero feet from the required 5 feet, the required screening or landscaped planting strip for both side yards, the rear yard and the front yard along Wright Street. The property is located in an S-1 zone.</p><p><strong>&#8226; 325-327 S. River St. and 118 W. River St.,</strong> variances to waive two handicap parking spaces, the front yard setbacks to zero feet from the required 15 feet on South River Street and 12 feet on West River Street, the side yard setbacks to 1 foot and 0.9 feet from 15 feet, the required screening or landscaped planting strip for both side yards, the rear yard and the front yard, and the required curbing. The property is located in an R-3, multi-family residential zone.</p><p>&#8226; The zoning hearing board also will discuss the application by McCarthy Management, LLC to convert a warehouse at <strong>221 Conyngham Ave.</strong> into a corporate office building for McCarthy Tire Service.</p><p>The project will retain 60 full-time jobs and has the potential to create more than 15 additional full-time positions. It has an estimated cost of $3.3 million. The company is asking for a variance to waive 17 parking spaces. The property is located in an M-2, heavy industrial zone.</p><style>
