Wilkes-Barre city council reacts to contract, say employees should be residents

<p>WILKES-BARRE &#8212; A homeless man originally from New York City was arraigned Tuesday for his fifth alleged street mugging in Wilkes-Barre.</p><p>City police allege Ravone Davis, 31, and Ashavan Terrell Monroe, 22, of Haldemann Street, Wilkes-Barre, conspired to pistol-whip and beat a 37-year-old man on Butler Street on Sept. 6.</p><p>Davis was arraigned by District Judge Thomas Malloy in Wilkes-Barre two counts each of robbery and aggravated assault, and one count each of simple assault and theft. He was remanded to the Luzerne County Correctional Facility for lack of $125,000 bail on the latest charges.</p><p>Monroe was arraigned Friday on the same set of charges and jailed at the county correctional facility for lack of $150,000 bail.</p><p>Police allege Davis and Monroe approached the man from behind as he walked on Butler Street. He was struck in the head with a handgun and fell to the ground, where he was beaten and robbed of his cell phone, police allege.</p><p>Police said the man suffered facial injuries and a brain injury. He told police he continues to suffer headaches as a result of the assault.</p><p>Court records say Davis has been charged with five street muggings from September to Feb. 22 when he and Monroe were arrested at an apartment in Sherman Hills, Wilkes-Barre.</p><p>Police said more charges may be filed related to other robberies and assaults. </p><style>
