Ooms: Luzerne County seeing upward growth in wages

<p>WILKES-BARRE &#8212; Three men were arrested on charges they initiated a riot at the Sherman Hills Apartment Complex last that resulted in a response by all available city police officers.</p><p>Two officers patrolling the complex responded to a complaint about loud music at 316 N. Empire Court last Saturday night.</p><p>According to the criminal complaints:</p><p>An officer stopped Mikey Smith, 23, of North Franklin Street, Wilkes-Barre, asking who lived in the apartment where loud music was being played. Smith called for another man in the apartment who identified himself as Andrew A. Brown, 20, of Brooklyn, N.Y.</p><p>When Brown identified himself he returned inside the apartment, ignoring officers&#8217; commands to provide the last four digits of his Social Security number.</p><p>Officers had trouble identifying Smith and Brown through Luzerne County 911.</p><p>A third man, Pablo A. Valerio, 25, exited claiming he lived in the apartment.</p><p>Police believed Valerio failed to register his guests with management at the apartment complex.</p><p>Smith and Brown were detained until their identities were learned and on suspected criminal trespass charges. </p><p>Smith blocked an officer from handcuffing Brown who kept pulling away, the complaints say.</p><p>A struggle erupted causing two officers to restrain Brown in an arm lock and led him to a cruiser.</p><p>As the two officers were struggling with Brown, Smith and Valerio approached them in an aggressive manner causing a radio call for all available officers to respond to assist, according to the complaints.</p><p>After Brown was placed in a cruiser, Smith fought with officers until he was arrested.</p><p>Valerio fled back inside his apartment and was eventually arrested when he later reappeared.</p><p>Smith was charged with riot, disorderly conduct and defiant trespass.</p><p>Brown was charged with riot, disorderly conduct, defiant trespass and resisting arrest.</p><p>Valerio was charged with riot and disorderly conduct.</p><p>They were released from the Luzerne County Correctional Facility on Monday after each posted $5,000 bail.</p><style>
