<p>With a population of more than 80,000 during the depression era of the 1930s and increased vehicle traffic in the downtown area, Wilkes-Barre City Council had a problem on their hands.</p><p>Blame Mayor Charles N. Loveland for introducing parking meters in 1936.</p><p>&#8220;Plans to install several hundreds parking meters on the streets of the business section of Wilkes-Barre were tentatively discussed at a conference of city council yesterday at City Hall,&#8221; the Times Leader Evening News reported April 17, 1936.</p><p>Council members were not completely sold on the idea but made it known they were interested as meters would raise revenue and help with traffic and parking issues in downtown.</p><p>It took several months before Loveland and council acted on parking meters.</p><p>&#8220;City council in preparation for the first meeting of the New Year this afternoon held a lengthy conference yesterday discussing installation of parking meters and traffic problems generally,&#8221; the Wilkes-Barre Record newspaper reported Jan. 5, 1937.</p><p>Council agreed to Loveland&#8217;s plan to install 200 parking meters surrounding Public Square and the first blocks of East and West Market, South Main and Northampton streets.</p><p>Also at the Jan. 5, 1937 meeting, council adopted an ordinance directing drivers to maintain control at all times of their horses.</p><p>&#8220;Horses were still numerous on the city streets requiring several sections in the ordinance setting forth the control, treatment and condition of the steeds. A driver shall continuously hold reins in his hands while riding, driving or leading a horse. All fast and furious driving and racing of horses and other animals at a rate of faster than six miles per hour on or over the public highways of the City of Wilkes-Barre is strictly prohibited,&#8221; the ordinance reads as published in the Record newspaper.</p><p>Council purchased the first 200 parking meters from a company in Easton.</p><p>While it cost $2 to park for one hour today, 5 cents provided 35 minutes of parking time in any of the 200 meters installed in late March and early April 1937. Those parking vehicles and yes, horse buggies, began feeding meters with coins on April 1, 1937.</p><p>Two policemen were hired to enforce and issue tickets to meter violators.</p><p>Almost immediately, there was confusion with parkers putting coins in the wrong meter or meter heads being installed with vehicles already parked.</p><p>&#8220;A victim drove into a space on South Main Street, and when he exited his car there was no meter on top of the pole when he entered a store. He returned 15 minutes later and found a meter had been installed and a yellow ticket on the windshield of his automobile,&#8217; the Record reported April 9, 1937.</p><p>The city earned $288.25 in revenue from the 143 meters installed by the end of the first week in April 1937, the Record reported the same day.</p><p>The remaining 67 parking meters were installed in the second week of April 1937.</p><p>As parking meters raised noticeable revenue, council in June 1937 purchased an additional 300 meters, and again in May 1938 purchased 400 meters, the Times Leader reported May 4, 1938.</p><style>
