<p>HANOVER TWP. &#8212; A legal issue has put the brakes on repaving of the Sans Souci Parkway.</p><p>According to PennDOT spokesman James May, Kriger Construction of Dickson City was about to file an injunction to halt the paving of the deteriorated road service.</p><p>May explained that Kriger was the first, and only, bidder when the project was first advertised in June. He said the amount that Kriger bid was about twice what PennDOT had estimated it would cost &#8212; some $4 million, he said.</p><p>&#8220;We rejected the bid because of the amount,&#8221; May said. &#8220;We then contacted two other contractors who have dome a lot of work for PennDOT.&#8221;</p><p>The two contractors &#8212; Pennsy Supply and American Asphalt &#8212; submitted bids and American Asphalt was low. May said PennDOT then added the Sans Souci work to an existing contract with American Asphalt and the work began.</p><p>&#8220;This is not uncommon for PennDOT to do when bids come in that are so much higher than our estimates,&#8221; May said.</p><p>May said American Asphalt had been milling the road surface until the threat of legal action forced PennDOT to pause the project. The project extends between Carey Avenue to the beginning of Route 29.</p><p>&#8220;Our attorneys advised us to re-bid the remaining work,&#8221; May said. &#8220;The bids are to be returned by Aug. 30 and we hope to resume work on Sept. 3. We expect the project to be completed before the end of the year, weather permitting.&#8221;</p><p>The current repaving is only a temporary fix, however, May said.</p><p>and the full one is still forthcoming.</p><p>May said the construction effort, which , will continue until some time in September, and is costing PennDOT roughly $3.8 million.</p><p>But May said that that&#8217;s not all the road needs.</p><p>&#8220;What that road actually needs is a full, complete overhaul,&#8221; May said. &#8220;It&#8217;s in design, but it&#8217;s years down the road.&#8221;</p><p>May said there currently isn&#8217;t funding to support the full overhaul the Sans Souci needs. May said the road is built on old concrete that is slowly becoming more damaged, which causes the continuing damage to the road.</p><style>
