<p>WILKES-BARRE &#8212; The Luzerne County Sheriff&#8217;s Office charged a man with threatening to blow up the county&#8217;s Children and Youth Building on Monday.</p><p>Anthony Cohen, 27, address listed as homeless, is accused of leveling the threat in a visiting room of the building at 111 N. Pennsylvania Blvd.</p><p>According to the criminal complaint filed against Cohen:</p><p>A sheriff deputy stationed at the building was approached by a Children and Youth supervisor claiming a man, Cohen, in the visiting room made a threat to &#8220;blow this (expletive) place up.&#8221;</p><p>Two witnesses overheard Cohen saying the threat to a woman while complaining about having his children home.</p><p>The complaint says video recorded Cohen saying, &#8220;I am going to blow this (expletive) place up.&#8221;</p><p>When the sheriff deputy approached Cohen, he said he was frustrated with the system and his words might have come out wrong, the complaint says.</p><p>Cohen was arraigned Tuesday by District Judge James Haggerty in county Central Court on a single count of terroristic threats. He was released on $5,000 unsecured bail. A preliminary hearing for Cohen is scheduled on Oct. 10.</p><p>The alleged threat to Children and Youth is not the first time the county agency has been targeted.</p><p>Tina Maria Billotti, 42, of Glen Lyon, on June 17 allegedly threatened to blow up the building if she didn&#8217;t get her children back. Billotti was charged with terroristic threats and disorderly conduct. She is scheduled for a preliminary hearing Dec. 5.</p><p>In March 2017, Phillip Finn Jr., 49, of Plains Township, was charged after he allegedly firebombed the building after the agency took his then 8-year-old daughter from him. Finn was indicted by a federal grand jury in July 2017, and a superseding indictment was filed against him in May alleging he attempted to get a witness to withhold information.</p><style>
