<p>WILKES-BARRE &#8212; Amid forecasts calling for heavy rain tonight and tomorrow, the city has rescheduled its downtown Halloween event from Thursday afternoon until Friday.</p><p>As the attached posters indicate, the activities will take place from 4 to 7 p.m.</p><p>Trick-or-treaters can visit a wide range of businesses, and there will be a &#8220;Thriller&#8221; flash mob featuring Mayor Tony George between 4:30p.m. and 5:30 p.m. in Midtown Village.</p><p>Also watch for road closures between noon and 8 p.m., as described on the poster.</p><style>
