Wolf urges non-essential businesses in 4 counties to close as Pa. cases reach 47

NESCOPECK &mdash; A caregiver was arrested after state police found a boy hanging outside a second-story window.
				According to a news release from state police at Shickshinny:
				Troopers were called to the Unicorn Diner, 430 Third St., Nescopeck, before noon Saturday where witnesses said a 4-year-old boy was found straddling a windowsill with his body and they were able to get him to go into the apartment. A 1-year-old girl was also found inside the apartment, and the boy told troopers that his parents were not at home.
				Troopers found Mallory Daniel, 20, passed out in the apartment and initially unresponsive. Daniel admitted to illicit narcotic use prior to supervising the children. The children&rsquo;s mother was locate and took custody of the children.
				Daniel was charged with felony counts of endangering the welfare of children. She was arraigned before District Judge
				Alexandra C. Kokura Kravitz, Pittston, and was transported to Luzerne County Correctional Facility, Wilkes-Barre, in lieu of $25,000 bail.
