WILKES-BARRE &mdash; City police arrested a man after they say slashed another man in the face with a utility knife near the St. Vincent De Paul kitchen on East Jackson Street on Sunday.
				Police allege Isaiah Tillman, 38, address listed as homeless, slashed the other man who was found covered in blood near East Jackson and North Washington streets just after 12 p.m.
				A trail of blood covered the sidewalk leading back to the kitchen.
				Tillman was arrested when police spotted him near the Turkey Hill store on North Wilkes-Barre Boulevard. A utility knife was found in the area where Tillman was arrested, according to court records.
				Police said the victim was transported to Wilkes-Barre General Hospital.
				Tillman was arraigned by District Judge Brian James Tupper in Kingston Township on charges of aggravated assault, simple assault and recklessly endangering another person. Tillman was jailed at the Luzerne County Correctional Facility without bail as Tupper deemed him a threat to society.
				According to the criminal complaint:
				Police responded to an assault in the area of 39 E. Jackson St. at 12:11 p.m. and found a man bleeding from his face sitting on the sidewalk at North Washington Street.
				The victim, whose name was not released, told an officer he was involved in an altercation with another man he identified only as &ldquo;Isiah.&rdquo;
				Police said a witness overheard an argument with one of them saying, &ldquo;What you say about my old lady?&rdquo; and heard another man scream he was stabbed.
				A man eating food at a picnic table outside the kitchen told police &ldquo;Isiah&rdquo; was responsible for the slashing.
				Police spotted Tillman and two other men walking on railroad tracks in the area. When an officer told them to stop, Tillman continued to walk at a fast pace until he was detained behind the Turkey Hill store, the complaint says.
				Tillman allegedly told police he struck the victim after the victim grabbed him by the neck.
