Virus drives Peru's zoos to breaking point as feed runs out

WILKES-BARRE &mdash; City police arrested a man they say identified himself as a Homeland Security agent after he allegedly aimed a loaded handgun at a man inside the Genetti&rsquo;s apartments on East Market Street early Thursday morning.
				Marvin O. Brown, 42, who resides on the fourth floor of the apartment building, was observed by officers aiming a handgun with a laser at Michael Latelli on the sixth floor at about 6:45 a.m.
				When Brown was arrested, police said he kept saying he was with Homeland Security and the incident was a test.
				Brown was allegedly in possession of a semi-automatic .380 Taurus handgun loaded with six rounds with a round in the chamber, a bag of crack cocaine, two bags of powder cocaine, a bag of marijuana, two cell phones and $677 cash.
				According to the criminal complaint:
				Police responded to the apartment building on a report Brown aimed a firearm with a laser at another man on an elevator when it stopped on the fourth floor. 
				A second call was placed to 911 indicating the gunman was now on the sixth floor aiming the handgun.
				Officers took the elevator to the sixth floor and when the doors opened, they saw Brown holding a firearm with a laser on it. Brown put the firearm on the floor and kept saying he was with Homeland Security, the complaint says.
				Latelli told police he was on the elevator going to the sixth floor but the elevator stopped on the fourth floor. When the doors opened, Latelli said Brown aimed the firearm at him with the laser.
				Latelli closed the elevator doors and proceeded to the sixth floor to call 911 and to tell his co-workers what happened.
				As Latelli was with his co-workers, he claimed Brown showed up on the sixth floor and aimed the firearm at them saying he was from Homeland Security, the complaint says.
				Latelli and three other men are doing work on the sixth floor.
				Brown was arraigned by District Judge Thomas Malloy in Wilkes-Barre on four counts each of aggravated assault, terroristic threats and simple assault, and one count each of impersonating a public servant, firearms not to be carried without a license, unlawful restraint, possession with intent to deliver a controlled substance, possession of a controlled substance, and possession of marijuana.
				Police in the complaint indicated Brown is a convicted felon and not permitted to carry a firearm.
				Brown was also charged with escape alleging he skipped out on house arrest on an unrelated case by cutting an electronic monitoring device from his ankle in October.
				Brown was jailed at the Luzerne County Correctional Facility for lack of $275,000 total bail.
