HANOVER TWP. &mdash; In a very brief virtual special meeting with only one vote other a than for adjournment, Hanover Area School Board approved a preliminary budget with no tax increase, balanced with income and spending equal at $33.4 million.
				In January the board voted to keep any property tax increase within a state limit, which for the district this year is 3.7 percent. During the vote Wednesday Board Member Vic Kopko stressed he was voting in favor expressly because the budget has no tax hike. Under state law, the board must approve a final budget by June 30.
				The same vote covered three other agenda items, including approval of an early retirement incentive for full-time teachers and one for full-time support staff. The fourth item was payment of $2,500 to Borton Lawson Engineering, Inc.
				The board voted unanimously for all four items without comment or explanation. Early retirement incentives are not uncommon in the area. They are used to encourage employees with high salaries from years with the district to retire. The theory is that replacements are hired at lower starting salaries, saving money in future years.
