Crowds tear down statues, attack Wisconsin state senator

HANOVER TWP. &mdash; A man from Plymouth was stunned by a Taser when he ran away from a traffic stop because he didn&rsquo;t want to go back to jail for his third drunken driving offense, according to court records.
				Township police said Joseph Kelly, 33, of East Main Street, was charged with two counts of DUI and one count each of resisting arrest and careless driving. He was arraigned by District Judge Joseph Halesey of Hanover Township and released after posting $1,500 bail.
				According to the criminal complaint:
				Police said they stopped Kelly after he squealed the tires of his vehicle and drove at a high rate of speed when turning onto Carey Avenue from Oxford Street just after 2 a.m. Wednesday.
				Kelly stopped in the parking lot of a Turkey Hill store and got out of his vehicle ignoring commands by the officer to stay inside the car.
				The officer chased Kelly who tripped and fell behind the store.
				After Kelly fell to the ground, the officer instructed Kelly to stay down.
				The officer stunned Kelly with a Taser when Kelly got up to continue running away, the complaint says.
				Kelly allegedly told the officer he ran due to having two DUI convictions and did not want to go to jail.
				Police in the complaint stated Kelly had a strong odor of an alcoholic beverage and displayed blood shot eyes.
				A passenger in the vehicle ran away and managed to elude capture.
				Kelly was transported to Wilkes-Barre General Hospital where he refused to submit to a blood alcohol test, the complaint says.
				Court records say Kelly pleaded guilty in Luzerne County Court on May 31, 2018, to driving under the influence of a controlled substance and was sentenced to 90 days in jail and one year in the Intermediate Punishment Program. Kelly was also sentenced to 72 hours to six months in jail on Dec. 24, 2008, after his first drunken driving offense, court records say.
