WILKES-BARRE &mdash; A man who allegedly stole a vehicle was handcuffed to its steering wheel when he began to struggle with an officer on Tuesday, according to court records.
				City police said they arrested Alkabeer Cousar-Jordan, 23, when he was found sitting inside a stolen Nissan in the Sherman Hills Apartment Complex.
				According to the criminal complaint:
				A woman from South Empire Street reported her 2019 Nissan Sentra stolen at about 10:30 p.m. The woman believed she left her key fob in the center console.
				While an officer was with the woman taking a report, another officer spotted the Nissan in the apartment complex with a man, identified as Cousar-Jordan, in the driver&rsquo;s seat.
				When an officer approached the vehicle, Cousar-Jordan became aggressive and said, &ldquo;What the (expletive) do you want?&rdquo; and began to reach across the inside of the car.
				The officer placed a handcuff on Cousar-Jordan&rsquo;s wrist in an attempt to detain him from reaching across center console. Cousar-Jordan began to struggle with the officer, who then latched the other handcuff to the steering wheel, the complaint says.
				The vehicle owner told police she did not know Cousar-Jordan.
				Cousar-Jordan denied he stole the vehicle, telling police the keys were already inside the car, the complaint says.
				Cousar-Jordan was arraigned by District Judge Joseph Carmody in West Pittston on charges of receiving stolen property, unauthorized use of a vehicle and disorderly conduct. He was jailed at the Luzerne County Correctional Facility for lack of $15,000 bail.
