Pennsylvania Lottery warns of foreign lottery scam

KINGSTON &mdash; A 32-year-old man was arraigned Monday on charges he endangered a 1-year-old child during a domestic disturbance telling police officers he wanted to be killed.
				Jamal Armand Dixon, of Bowman Avenue, held onto the toddler why making threats toward officers and himself during an incident inside his residence on Aug. 27, according to court records.
				Police said Dixon was using the toddler as a shield, court records say.
				Dixon was arrested when officers managed to remove the toddler from him.
				According to the criminal complaint:
				Police responded to Bowman Street when a neighbor called 911 saying they heard arguing and banging coming from the next door residence.
				Officers noticed blood smeared on the front glass door.
				A woman inside the residence told officers Dixon was intoxicated and breaking items inside the residence. Blood on the glass door came from Dixon as he injured himself breaking items.
				Dixon was located by officers in a bedroom holding a toddler, the complaint says.
				Police in the complaint say Dixon became agitated when he noticed officers.
				Dixon said he was angry at the woman and he wanted to die by the officers, the complaint says.
				Police became concerned about the safety of the toddler due to Dixon&rsquo;s mental state as he threatened to kick officers and admitted to being intoxicated.
				Officers instructed Dixon to release the toddler but he refused multiple times.
				At one point during the exchange, Dixon pulled the toddler closer to him as the child began to crawl away.
				Dixon told officers he did not want to release the toddler as he knew officers would take action against him.
				&ldquo;At this point it was clear (Dixon) was using the child as a shield,&rdquo; the complaint says.
				Dixon was arrested when an officer pulled the toddler away from him.
				Dixon was arraigned by District Judge Michael Dotzel in Luzerne County Central Court on charges of unlawful restraint, false imprisonment and endangering the welfare of children. Dotzel set Dixon&rsquo;s bail at $10,000 unsecured.
