Developer makes second offer for former First National Bank building in Wilkes-Barre

The city of Wilkes-Barre agreed to sell the former First National Bank Building on Public Square to developer George Albert for $400,000. Exterior work stabilized the more than 100-year-old building from further deterioration, but additional investment will be required for the interior.
