WILKES-BARRE -- The Luzerne County Court scheduled a hearing Dec. 2 on
Wilkes-Barre Township council's request to pay a $110,000 unfunded debt due at
the end of the year. &nbsp;&nbsp;&nbsp; 
 According to the petition filed Tuesday, the council said the debt arose
from a tax anticipation note taken out for this year. The township cannot meet
or pay the debt within the 1992 fiscal year without an unreasonable
curtailment of services or the levy of an excessive tax. &nbsp;&nbsp;&nbsp; The council asked permission from the court to issue seven-year general
obligation notes. The township would pay $15,714 plus interest in annual
installments to erase the debt. &nbsp;&nbsp;&nbsp; 
 Mayor Robert Delescavage, council president Carl Alber and business
administrator William Turinski Jr. signed the petition prepared by township
solicitor Bruce Phillips. &nbsp;&nbsp;&nbsp; 
 Drug trial will open &nbsp;&nbsp;&nbsp; 
 WILKES-BARRE -- The drug trafficking trial of Anthony Rish is scheduled to
begin today at 10:20 a.m. in Luzerne County Court. &nbsp;&nbsp;&nbsp; 
 Attorneys in the case concluded jury selection late Tuesday afternoon. &nbsp;&nbsp;&nbsp; 
 Rish, 41, of Schwabe Street, Freeland, allegedly participated in a ring
that distributed more than $500,000 worth of heroin, cocaine and dilaudid, a
synthetic narcotic, between June 1989 and February 1990. The ring operated
from Nocchi's Bar, operated by Anna Nocchi, Rish's grandmother, according to
investigators. &nbsp;&nbsp;&nbsp; 
 Nocchi and more than 20 others were arrested and charged in the ring dubbed
"Operation Family Affair" by investigators. Most of the defendants including
Nocchi pleaded guilty and were sentenced in either county or federal court. &nbsp;&nbsp;&nbsp; 
 Rish, serving a federal prison sentence at this time related to the drug
trafficking ring, faces 26 charges, including conspiracy, operating a corrupt
organization and violations of the state controlled substance, drug, device
and cosmetic act. &nbsp;&nbsp;&nbsp; 
 Judge Ann Lokuta is presiding at the trial. &nbsp;&nbsp;&nbsp; 
 Deputy Assistant Attorney General Francis Sempa is prosecuting the case. &nbsp;&nbsp;&nbsp; 
 Attorney Michael Bart represents Rish.
