WILKES-BARRE -- During negotiations for some county employee union
contracts, the Luzerne County commissioners last week approved raises for
county row officers and commissioners. &nbsp;&nbsp;&nbsp; 
 Here's how those raises work. &nbsp;&nbsp;&nbsp; The raises begin at 28 percent in 1994 for the following offices:
controller, register of wills, prothonotary, and two jury commissioners. Each
year through 1998, the salaries increase another 5 percent. &nbsp;&nbsp;&nbsp; 
 The commissioners, treasurer, clerk of courts, treasurer, coroner and
sheriff will jump on the salary scale in 1996, after those offices go up for
election. &nbsp;&nbsp;&nbsp; 
 So, a commissioner's salary will jump from $27,000, as it is now, to
$38,100 in 1996. The salary for chairman of commissioners, now Frank Crossin,
would go from $28,000 to $39,500. &nbsp;&nbsp;&nbsp; 
 Row officers' salaries now vary from $6,500 for jury commissioners to
$25,500 for register of wills. Most earn $23,500. &nbsp;&nbsp;&nbsp; 
 By 1996, when all row offices will have turned over, those who now make
$23,500 will make $33,200. &nbsp;&nbsp;&nbsp; 
 Today, these elected officials are earning the same salaries their
counterparts earned in 1979. Raises approved in 1982 were discontinued in 1987
after public outcry, and the salaries reverted to 1979 levels.
