Savings can be made in collection of taxes &nbsp;&nbsp;&nbsp; 
 (EDITORIAL) &nbsp;&nbsp;&nbsp; Several Luzerne County boroughs and townships searching for cash need look
no further. A savings of thousands of dollars has just been identified -- if
the governments marshal the political will to actThe county's boroughs and
townships pay their tax collectors at wildly different rates, according to the
Pennsylvania Economy League. A story in Tuesday's paper detailed the gaps:
Eight boroughs and seven townships pay their collectors about 5 cents for
every tax dollar taken in, while other communities pay less than half of 1
cent. (The average is about 2 cents for every tax dollar.) &nbsp;&nbsp;&nbsp; 
 And the higher costs apparently don't mean more-efficient collections. The
collectors brought in a total of $5.8 million in taxes for the county's
boroughs and townships. Compare that to Luzerne County's school-tax
collectors, who earn only about half a cent on each tax dollar, but who
collected $51.7 million for the county's school districts. That's about nine
times more money than the borough-and-township collectors brought in. &nbsp;&nbsp;&nbsp; 
 In other words, some borough and township collectors would appear to be
overpaid. Communities and school districts that pay their collectors a far
smaller percentage still manage to get the job done. &nbsp;&nbsp;&nbsp;
