LUZERNE -- Borough council elected its first woman to a council seat
Wednesday night to complete the term of the late Joseph Lapallo. &nbsp;&nbsp;&nbsp; 
 Rosemary A. Sigmond, a member of Concerned Citizens of Luzerne, was elected
by a tie-breaking vote from Mayor Walter Yablonski to complete the last year
of Lapallo's term. &nbsp;&nbsp;&nbsp; Councilman Sam Bartorillo protested the vote because he intended to
nominate former councilman George Shonk for the vacant seat. Council president
Tom Sherin called for a voice vote on Reino's nomination before Bartorillo
spoke. &nbsp;&nbsp;&nbsp; 
 A distant cousin of Lapallo, Sigmond is a lifelong resident of the borough.
She is vice-president/controller of Coon Industries, Pringle. She also is a
director of the Greater Wilkes-Barre Chamber of Commerce and treasurer of the
West Side-Kingston Business and Professional Women's Club. &nbsp;&nbsp;&nbsp; 
 Sigmond said she plans to run for Lapallo's council seat in next May's
primary election. &nbsp;&nbsp;&nbsp; 
 After the meeting, Bartorillo talked with several residents who also
protested the election and said he plans to appeal the vote in the Luzerne
County Court of Common Pleas. &nbsp;&nbsp;&nbsp; 
 Shonk had no comment. &nbsp;&nbsp;&nbsp; 
 In other business, council members approved an agreement with Kingston and
Courtdale to allow the proposed Courtdale sewer project to hook into the
present Luzerne-Kingston sewer system. &nbsp;&nbsp;&nbsp; 
 The council agreed to enter into negotiations for a co-op agreement with
Kingston, Forty Fort and Wyoming for bulk purchases of road salt, sand and
other road maintenance materials.
