 Council will present &nbsp;&nbsp;&nbsp; '93 budget on Dec. 16 &nbsp;&nbsp;&nbsp; 
 In a special meeting Monday, the borough council voted to present its 1993 &nbsp;&nbsp;&nbsp; 
 budget for adoption at its regular meeting Dec. 16The $1.36 million budget
does not contain a tax hike. &nbsp;&nbsp;&nbsp; 
 Borough residents will again pay 34.75 mills. A mill is a $1 tax on every
$1,000 of assessed property value. Council president Ann Marie O'Malley said
one mill generates approximately $4,200 in revenue. &nbsp;&nbsp;&nbsp; 
 The borough's 1993 general fund totals $889,136; the refuse fund totals
$79,003 and the sewer fund totals $394,673. &nbsp;&nbsp;&nbsp; 
 The budget is about the same size as this year's. &nbsp;&nbsp;&nbsp; 
 Councilman Bernie Babonis complimented his fellow council members on a
"good job." &nbsp;&nbsp;&nbsp; 
 The council also voted to present for adoption an amendment to their zoning
ordinance. &nbsp;&nbsp;&nbsp; 
 Solicitor William Higgs said the Planned Residential Development amendment
allows the borough to take advantage of recent innovations in residential and
non-residential development planning. &nbsp;&nbsp;&nbsp; 
 "Large parcels will be developed in a way that makes more sense than
traditional zoning ordinances allow," he said. &nbsp;&nbsp;&nbsp; 
 A parcel must have a minimum of 45 acres to be affected by the ordinance.
