WILKES-BARRE -- A Luzerne County jury Monday night determined the county,
its prison board and a former prison psychologist were not responsible for the
suicide of inmate Kevin Baltimore 13 years ago. &nbsp;&nbsp;&nbsp; 
 Baltimore, 19, of Harveys Lake, hanged himself in his cell at the Luzerne
County Correctional Facility on June 7, 1979 six weeks after being arrested
for allegedly burglarizing the Acme Market in Shavertown, Kingston Township. &nbsp;&nbsp;&nbsp; The original suit filed by the administrators of Baltimore's estate in 1981
was amended four years later to allow them to claim his constitutional rights
had been violated. They alleged cruel and unusual punishment by the
defendants. &nbsp;&nbsp;&nbsp; 
 They also alleged Keith Ferrell, a former prison psychologist, was grossly
negligent in treating Baltimore's mental illness. &nbsp;&nbsp;&nbsp; 
 Attorney Michael McDonald represented the plaintiffs. &nbsp;&nbsp;&nbsp; 
 Attorney Mark Ciavarella, representing the county defendants, maintained
the county made available all of its mental health programs and services to
Baltimore during his incarceration. &nbsp;&nbsp;&nbsp; 
 Attorney Joseph O'Brien, representing Ferrell, said his client provided
proper care to Baltimore. &nbsp;&nbsp;&nbsp;

 Judge Hugh Mundy presided at the two-week trial.
