If Bill Clinton is smart, here's what he'll do &nbsp;&nbsp;&nbsp; 
 Memo to Bill Clinton: &nbsp;&nbsp;&nbsp; Well, Mr. President-elect, I'm here to offer some advice as you move
ever-nearer to embarking on this new adventure known as leading the greatest
nation on EarthI gave you advice once before, don't forget, and you took it.
Worked out pretty well, if I say so myself. &nbsp;&nbsp;&nbsp; 
 Remember? It was way back in July -- before the Democratic Convention,
before you seized control of the 1992 presidential campaign and began your
unfaltering march to the White House. &nbsp;&nbsp;&nbsp; 
 I'm the guy who urged you to choose Al Gore as your running mate. I'm the
guy who said that picking Gore would be a stroke of genius, that Gore would
complement your strengths as a candidate and compensate for your weaknesses,
that a Clinton-Gore ticket would present to the electorate an irresistible
argument for handing the reins of government to a new generation of
leadership. &nbsp;&nbsp;&nbsp; 
 I'm the guy who said all that. &nbsp;&nbsp;&nbsp; 
 OK, OK. A lot of people said all that. But I said it, too, and I've got the
newspaper clippings to prove it. &nbsp;&nbsp;&nbsp; 
 In any case, since my earlier advice worked out so well, I believe it's my
civic duty to advise you again as you make the all-important decisions that
confront every new president. &nbsp;&nbsp;&nbsp; 
 Item No. 1: &nbsp;&nbsp;&nbsp; 
 Do not -- DO NOT -- load up your administration with broken-down retreads
from the Carter era and worn-out, left-wing refugees from the "old" Democratic
Party. &nbsp;&nbsp;&nbsp; 
 You campaigned on the premise that you are not just another tax-and-spend
liberal, that you are a new kind of Democrat who believes in sound fiscal
management, a strong national defense and individual responsibility. You need
to demonstrate that you meant what you said, and you can start by filling
important jobs with a bipartisan, ideologically diverse cross section of
Democrats, Republicans, and maybe even a real conservative or two. &nbsp;&nbsp;&nbsp; 
 The "Reagan Democrats" who helped put you in office will be watching
closely this week as you begin announcing your Cabinet appointments. Nobody
expects you to be Jack Kemp or Ronald Reagan. But if you turn out to be Walter
Mondale, you're gonna be a lame-duck president faster than you can say
"knee-jerk liberal." &nbsp;&nbsp;&nbsp; 
 Item No. 2: &nbsp;&nbsp;&nbsp; 
 Make sure that Al Gore becomes a key player in your administration. Sure,
you and Al have a lot in common, and you had fun together on the campaign bus
trips. Everybody saw you hugging each other on election night. &nbsp;&nbsp;&nbsp; 
 But vice presidents, even the best ones, have a way of disappearing into
the woodwork if the president doesn't make an all-out commitment to keeping
his veep involved. &nbsp;&nbsp;&nbsp; 
 Remember: Gore is one of the reasons you won the election, maybe a bigger
reason than you know. Don't let him get shuffled to the back of the bus. &nbsp;&nbsp;&nbsp; 
 Item No. 3: &nbsp;&nbsp;&nbsp; 
 Keep forcing George Bush to acknowledge the legitimacy of your succession.
Leave him no choice but to meet with you, be seen with you, share important
information with you as his presidency winds down to its final days. You've
had one meeting with Bush since the election, and that was good -- but he owes
you more. &nbsp;&nbsp;&nbsp; 
 The incumbent president spent virtually his entire re-election campaign
trying to convince the electorate that you were unsuited by means of character
and experience to take his place. You'll never get an apology out of Bush for
all the lies and distortions of the campaign -- he's too stubborn and prideful
for that -- but you can maneuver him into showing the American people that the
country is not on the brink of disaster just because he's leaving and you're
arriving. &nbsp;&nbsp;&nbsp; 
 Item No. 4: &nbsp;&nbsp;&nbsp; 
 Don't let your critics force you to be something you're not. &nbsp;&nbsp;&nbsp; 
 You've been assailed for being too eager to compromise, too willing to get
along and go along, too reluctant to make enemies. &nbsp;&nbsp;&nbsp; 
 And yet, your ability to deal with people, to reach agreement when
agreement seems impossible, to find workable solutions in unworkable
situations -- that ability is one of your greatest strengths. You are under
obligation to run out and prove how tough you are the minute you take the oath
of office. &nbsp;&nbsp;&nbsp; 
 People who know you well insist that you are plenty tough. If so, you'll
have time enough to prove it. &nbsp;&nbsp;&nbsp;
