State Lottery Officials Said Instant Ticket Retailers Will Not Be Charged That Fee. They Only Would Incur The Charge If They Added A Computer And Began Selling The Numbers Games, Such As Lotto. Lottery Officials Said That In Most Cases It Will Cost Instant
