ENTERS SPECIAL REHAB PROGRAM 





WILKES-BARRE -- Larksville's Borough Council president, accused of drunken
driving, has entered the Accelerated Rehabilitation Disposition program. &nbsp;&nbsp;&nbsp; 
 Joseph Romanoskey, 38, was arrested in April, after an accident just up the
street from his home on East State Street. &nbsp;&nbsp;&nbsp; Romanoskey's pick-up rear-ended another vehicle. No one was seriously
injured in the wreck, but police said they thought Romanoskey had been
drinking. A blood-alcohol test later showed that Romanoskey had nearly twice
the legal driving limit of alcohol in his blood, according to police. &nbsp;&nbsp;&nbsp; 
 Romanoskey had sought to have the charges dismissed because police failed
to bring the results of the test to a preliminary hearing. District Justice
John Hopkins threw out one of the charges but allowed the police to refile it
once they brought him the results of the test. &nbsp;&nbsp;&nbsp; 
 The ARD program that Romanoskey entered on Friday is reserved for
first-time offenders, and people entering it admit no guilt to a crime. The
charge is dismissed after a year and after successful completion of the
program. &nbsp;&nbsp;&nbsp; 
 Other conditions Luzerne County Judge Patrick J. Toole imposed upon
Romanoskey are that he complete Alcohol Highway Safe Driving School and
perform 25 hours of community service. Romanoskey also must surrender his
driver's license to the court for three months.
