GET 20 PERCENT RAISES 





KINGSTON -- Seventeen Wyoming Valley West School District administrators
got an early Christmas present Tuesday. &nbsp;&nbsp;&nbsp; 
 In a special meeting, the school board voted 7-2 to accept a contract
granting the administrators raises of 20 percent over four years. Some
administrators would get even more money, with special salary adjustments on
top of the percentage raises. &nbsp;&nbsp;&nbsp; Last Thursday, the board received a major concession from the
administrators that will save the district $20,888 a year, director Jim Burns
said. Burns said they agreed to switch their health-care coverage to Access
Care from Blue Cross/Blue Shield. Access Care is a managed-care system. &nbsp;&nbsp;&nbsp; 
 "They're leading the way for the future," he said, noting the upcoming
negotiations with the district's non-professional employees. &nbsp;&nbsp;&nbsp; 
 Burns said the district's taxpayers are better off this week than they were
last week. But Kingston resident George Kochis disagreed. &nbsp;&nbsp;&nbsp; 
 "They shouldn't get any more than the teachers," he said. &nbsp;&nbsp;&nbsp; 
 The raises -- for 4 percent, 5.4 percent, 5.3 percent and 5.3 percent each
year -- will be retroactive to July 1, 1992, and run through June 30, 1996. &nbsp;&nbsp;&nbsp; 
 In contrast, the district's 350 teachers got a 16 percent raise over four
years, after two years of often-bitter negotiations. The teachers' contract
calls for raises of 3 percent, 4.4 percent, 4.3 percent and 4.3 percent. &nbsp;&nbsp;&nbsp; 
 The extra 1 percent per year for the administrators was needed to maintain
parity with the salaries of the district's teachers and administrators in
other school districts, Burns said. &nbsp;&nbsp;&nbsp; 
 By the end of the contract, at least six district administrators will be
paid more than $60,000. &nbsp;&nbsp;&nbsp; 
 Even with the across-the-board 4 percent raise for 1992-93, district
managers would only average $46,543 compared with the statewide average of
$58,968, according to the Pennsylvania School Boards Association. &nbsp;&nbsp;&nbsp; 
 The 1 percent only costs the district $9,000 per year, Burns said. With the
health-care savings, the total savings for the district amount to almost
$12,000 per year. &nbsp;&nbsp;&nbsp; 
 Board president James Youngblood and board member Michael Barna voted
against the proposal, while Burns said it was the best possible agreement for
all sides. Youngblood said he voted his conscience. &nbsp;&nbsp;&nbsp; 
 "Since I voted against the teachers' contract, and this contract is based
on that one, I had to show consistency to the public," he said. &nbsp;&nbsp;&nbsp; 
 Superintendent Norman Namey also is in line for a pay raise. &nbsp;&nbsp;&nbsp; 
 The board agreed to a three-year contract with raises of 4 percent, 5.4
percent and 5.3 percent. Namey makes $72,000 per year. The agreement is
retroactive to the 1992-93 school year and ends June 30, 1995. &nbsp;&nbsp;&nbsp; 
 Finance manager Alan Yendrzeiwski also received a new four-year contract
with raises of 4 percent, 5.4 percent, 5.3 percent and 5.3 percent. He also
will receive a $1,500-per-year salary adjustment over the life of the
contract. He makes $52,488 per year.
